Pulai, formerly named Balai, used to be the settlement of the indigenous Tsou tribe. During the colonial period, the Japanese built what they called the War Road along the ridges of Meilong Mountain in order to control the indigenous peoples who were strongly anti-Japanese. This Pulai Stream Xitoushe War Road located on the watershed of Laonong and Baolai Rivers in the Liugui District of Kaohsiung City is 3 kilometers long. It encircles an industrial road and orchards and it takes about an hour to walk around it. It is lined with prune trees on both sides.
